| 摘 要： | 党的十八届三中全会提出了"推进国家治理体系与治理能力现代化"的建设要求。党的十九大再次强调"全面深化改革总目标是完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化"。作为国家全面深化改革布局的一部分,新时代的体育改革也应当把推进体育治理体系与治理能力现代化作为核心任务来完成。在推进体育治理体系与治理能力现代化建设上,主要是完成四大转变,即从一元管理主体向多元治理主体转变,从垂直型管理结构向网络型治理结构转变,从单部门封闭管理机制向跨部门协同治理机制转变,从"人治"型管理方式式向法治型治理方式转变。 |

| Abstract: | The Third Plenary Session of the 18th Central Committee of the Chinese Communist Party emphasized the modernization of the state governance system and governance capacity. The 19th Central Committee of the Communist Party of China reinforced that the overall goal of the comprehensive deepening of the reform was to perfect and develop socialism with the Chinese characteristics and to promote the modernization of the national governance system and capacity. As a part of the reform, sports reform should also take promoting the modernization of sports management system and governance capacity as a core task. Four major changes included transformation from a single management subject to multiple governance main body, from vertical management structure to network governance structure, from single department's closed management to cross-sartorial department's collaborative governance, from management model of rule by people to governance model of rule by law. |
