| 摘 要： | 网络信息资源开发利用实践活动已在很多图书馆开展,而著作权风险、行政法风险及图书馆法律规定不统一造成的差别待遇等法律障碍却限制了这项工作的顺利进行。建立网络信息资源呈缴制度,修改著作权法扩大图书馆合理使用的范围,完善图书馆立法等可以消除网络信息资源开发利用过程中的法律障碍。
