| 摘 要： | 充分发挥国有资产运营公司职能,要坚持“权力、义务、责任相统一”的原则,建立企业化、市场化及社会化的新机制;推进国有资产市场化,尤其要使土地、市政公用设施、文化资产(遗产)市场化;放大城市经营效益,要正确确立经营城市的科学内涵,设计经营城市的经营战略。
