| 摘 要： | 借助生命周期思想及循环经济理论,阐述了清洁生产实施的意义和有效利用环境经济手段的理论基础,针对我国推广清洁生产中存在的问题,分析了国内外利用经济手段保护环境的效果,探讨了环境经济手段对企业实施清洁生产的驱动机制,提出环境经济手段的市场刺激和利益诱导作用能有效促使企业主动实施清洁生产。

| Abstract: | With the application of life cycle idea and the theory of circular economy,the significance of implementing cleaner production and the theory of economic instruments for environmental protection are elucidated.Aiming at some obstacles to popularize cleaner production(CP) in China,the driving mechanism of economic instruments to implement CP in enterprises is discussed by analyzing the application of economic instruments in OECD and in China.It is considered that the market-based incentive and benefit inducement functions of economic instruments would effectively impel the enterprises to implement CP. |
