| 摘 要： | 清末十年是我国社会近代化的关键十年,其成就为世人所瞩目。这其中,既有民间力量的作为,亦有中央政府的政策导向。以航运业为例,邮传部作为主管交通的中央政府职能部门,通过调查各地航业、制订规章、补助航运、加强航运公司管理与保护等举措,极大地推动了清末我国的内河、外洋等航运业的近代化。伴随着这一发展过程,形成由前运输化阶段向运输化阶段转化的“初步运输化阶段”。清末是我国经济发展的小黄金期,这其中,邮传部领导的、包括航业在内的交通建设是不可漠视的因素。

| Abstract: | The ten years in the late Qing Dynasty was the ten key years of the modernization of our country,whose achievements were eye-catching.The educational circles often owed it to folk strength in the past,but also to guide of the central government.Take shipping industry for example,Postal Department became the functional department of central government in charge of the traffic.By investigating regional boat industry,making laws,subsidizing shipping,intensifying management of shipping company and protection etc.,it has greatly promoted modernization of shipping industry in the late Qing Dynasty. |
