| 摘 要： | 人力资源是指经过教育和培训等方式提高了智利、技艺、体能以及心理与道德素质,能够适应社会经济某种需要的人口部分。人力资源是社会财富和产品价值形成的根本要素,而且是一种最积极、最活跃的生产要素,是首要资源,对一个国家或地区的经济腾飞起着决定性作用。对人力资源投资是一种比任何投资都更为胜算的投资,我国有近13×108可供开发的人口资源,更应重视“脑袋”开发,变人口压力为人力资源的优势,成为推动经济发展的巨大人力资本资源。

| Abstract: | Human resources refer to the portion of population with improved intelligence, skills, physical strength, as well as psychological quality and ethical standards after being trained that can suit to a certain socio-economic demand. Human resources constitute the basic element for the formation of social fortune and product values and also serve as the primary resources of most energetic, most active productive elements that play a decisive role to the rapid economic development of a country or a region. Investment in human resources is a stratagem that can more ensure success than any other investment. China has 13 x 108 population awaiting to be explored, hence more attention should be paid to exploitation of "brains", turn population pressure into advantageous human resources and massive human resources to stimulate economic development. |
