| 摘 要： | 竞技体育高质量发展是体育强国建设的必然要求。在《上海市体育发展条例》框架下，竞技体育高质量发展的动力机制是：以完善体育管理机制和扶持社会力量办训，提升动力配置；以激励和保障竞技体育人才队伍，筑牢动力内核；以繁荣群众体育、发展体育产业和举办体育赛事，夯实动力基础；以保障经费投入和加强科技创新，强化动力能源；以发展体育文化和弘扬体育精神，加强动力引擎。实现竞技体育高质量发展应全面推进动力机制落实：一方面，细化制定完善相关配套规则机制；另一方面，加强协调协同交流合作，提升动力机制效能。

| Abstract: | The high-quality development of competitive sports is an inevitable requirement for construction of a sports powerhouse. Under the framework of the Shanghai Sports Development Regulations, the driving mechanism of high-quality development of competitive sports is to improve the sports management mechanism and support social forces to conduct training and enhance the power configuration; to motivate and ensure the construction of a solid driving core for the competitive sports talent team; to strengthen the foundation of the driving force by promoting mass sports, developing the sports industry, and hosting sports events, and to inject power energy by ensuring funding investment and facilitating scientific and technological innovation; and to strengthen the driving force engine by developing sports culture and promoting sports spirit. To achieve high-quality development of competitive sports, we should comprehensively promote the implementation of driving mechanisms: On the one hand, we should modify relevant supporting rules and regulations in detail, and on the other hand, we should strengthen coordination, collaboration, exchange and cooperation to enhance the effectiveness of driving mechanisms. |
