| 摘 要： | 教育资源的公共物品属性受到质疑，有人甚至认为它是一个“虚假的公用事业”。这种质疑无疑是对公共教育投入制度的公平性、效率性的怀疑。从制度经济学的角度，对现行的“教育经费制度”和“教育学票制度”两种制度的运行进行比较分析，从中找到教育学票制度的优越性、公平性。
