| 摘 要： | 1910年,为推动清廷真正在中国实行立宪政治,建立一个名副其实的宪政国家,立宪派人士联合进行了三次大规模的国会请愿运动。在这场声势浩大的政治运动中,预备立宪公会担当了发起人的角色,并利用它在各地的影响力,竭力动员各方力量参加这场政治运动。张謇、汤寿潜、郑孝胥等公会核心人物,无论台前幕后,都发挥了重要作用。他们利用自己的声望和谘议局的合法地位,策划组成国会请愿代表团;鼓动资政院通过速开国会议案;借助与锡良、瑞徵等地方督抚良好的私人关系,策动他们联合电奏清廷速开国会,设立责任内阁,迫使清政府缩短国会召开年限。

| Abstract: | Congress Petition Movement in 1910,the Preliminary Constitutional Consortia played a role as the launchers.The key characters in the consortia such as Zhang Jian,Tang Shou-qian,Zheng Xiao-xu,planned to make a delegation for petition,prompted the Council to pass the bill to hold a quick congress,stir up the local viceroies and constables such as Xi Liang,Rui Cheng and others to join together to telegraph the Court so as to have an immediate congress and establish a responsible cabinet,and finally they forced the Qing Dynasty to shorten the time to hold a congress. |
