| 摘 要： | 政府信息资源公益性开发服务是政府服务的主要内容之一。我国已有的信息政策从设计到执行均存在不同程度的偏差。主要问题是:政策设计存在盲点,政策内容冲突,政策手段单一。政府信息资源公益性开发服务政策设计的理想思想是:在梳理和消除有关政策内容冲突的基础上,进一步扩大政府信息开放,逐步形成由纯公益主体、制度公益主体和营利组织并存的复合型政府信息资源公益开发服务模式。
