| 摘 要： | 网络环境给著作权带来许多新的问题，技术措施保护就是其中比较突出的一个。我国立法已将其纳入著作权保护体系，但还只是一些原则性的规定，尤其是对规避技术措施的例外没有明确的规定。论文在借鉴国外相关法规的基础上，结合我国实际情况对我国的著作权技术措施保护提出了一些建议。
