| 摘 要： | <隋书·食货志>对隋代屯田记述含混,联系史传分析,隋文帝时边地军屯规模有限且持续时间较短;河西民屯不但未增且有缩减.隋代之富在于顺应历史趋势推行均田制,屯田之效微乎其微.人身依附关系的减轻使内外民屯受到限制,炀帝大规模徙边民屯非但无效,且严重干扰了均田制度的正常实施;隋统治者未能开展积极有效的边地军屯导致转输劳弊,并最终诱发反隋起义.

| Abstract: | This discussion is to show that during the reign of Emperor Wen it was on a limited scale and of comparatively short duration that the policy of troops-stationed farming was implemented; while that period witnessed no increase but decrease in the number of stationed farm in Hexi. The reason for the Sui Dynasty turning prosperous lies in its policy of equal distribution of land, not in the policy of stationed farming which came up with little success. Mitigating their personal dependecy relationship, as a matter of fact, only limited common people going to inland or border areas to open up wasteland. As to the practice during the reign of Emperor Yang, of sending large numbers of common people to border areas to open up wasteland, it not only produced no results as expected, but also severely interfered in normal implementation of the policy of equal distribution of land. On the other hand, the rulers the Sui Dynasty failed to do an active and fruitful job of transporting troops or peasants to open up wasteland in border areas. so the weariness caused by, and maladministration in transferring troops finally brought out an anti-Sui uprising. |
