| 摘 要： | 中小企业在国民经济中占据着重要的地位 ,但是融资困难日益成为阻碍中小企业的快速健康发展的突出问题。本文从政策环境的转变、中小企业自身的弊端以及金融机构的思想误区几个方面分析了该问题的成因 ,着重从建立完善的信用担保体系和鼓励发展多种所有制的融资机构两方面提出问题的解决办法。

| Abstract: | The small and middle\|sized enterprises occupy an important position in the national economy, but the difficulty of capital utilization has increasingly been an outstanding problem to hinder the rapid healthy development in the small and middle\|sized enterprises. The followings analyses the contributing factors of this problem, from such aspects as the transformation of policy envirnonment, the malpractice of the small and middle\|sized enterprises and the ideological misunderstanding of the financial organization. And then it puts forward the solution to this problem, especially from the two aspects which are building the perfect credit guarantee system and encouraging developing the capital utilization of multiple ownership. |
