| 摘 要： | 探索建立促进城乡一体化发展的公共财政体制．是加快构建强化农业基础长效机制的重要任务之一。近年来，我国财政加大了对三农的投入力度，取得了可喜的成就，然而也存在一些问题，如农民隐性税费负担沉重、财政对三农的投入力度不足、农村公共物品提供的资金投入保障体制尚未建立等。在此基础上，提出了建立适度倾斜于农村的税收制度、建立农村公共物品提供的资金投入保障体制、加大财政用于农业支出的投入规模、理顺财政管理体制、发挥公共财政的杠杆作用等对策。
