| 摘 要： | 在某种意义上,公共决策就是决策主体围绕着不同利益取向的行为博弈。从博弈标的、博弈主体;博弈策略和博弈规范等四个方面去论述公共政策过程中的决策博弈行为机制,力图建立一个关于决策行为分析的理论模式。

| Abstract: | In a sense, public decision-making is different profit-oriented behavior game of decision-making subject. The author expounds the mechanism of decision-making game behavior in the public policy process from the aspects of game tender, game subject, game strategy and game norm, in order to set up a theoretical model of decision-making behavior analysis. |
