| 摘 要： | 建立现代大学制度的根本目的就是要处理好学校与政府、社会的关系,校内政治、行政、学术和民主权力之间的关系,形成现代大学法制体系和运行机制。通过对现代大学制度内涵的简要分析,结合其他高校改革的经验以及哈尔滨工程大学实际,以人事制度与分配制度改革为切入点,对建立现代大学制度进行理论探索与实践。

| Abstract: | The purpose of establishing institution of modern university is to deal with the relationship between university and government and society;relationship in politics on campus,administration,academy and democratic rights;thus forming a legal system and running mechanism of modern university.The brief analysis combined with experience of university reform and reality is the theoretical exploration and practice based on reformation of personnel system and connotation system. |
