| 摘 要： | 农民工子女义务教育产品空间外溢性的特点决定了以流入地政府负责必然带来供给不足的缺陷,需要中央加大财政投入力度,也需要流入地和流出地政府之间建立起良好的协作机制共同治理。流入地政府代理人内部存在激励不相容和信息不对称的难题,需要进行制度完善和机制创新,改变流入地政府不作为和逆向选择的现状。同时要积极探讨"政府购买学位"、"特许经营"、"财政补贴"等公共财政投资民办教育的途径,提高民办教育质量,促进农民工子女义务教育质量。

| Abstract: | while the Migrant children to education in space spillover of the product of the government decided to the goverment that populations floating into will inevitably bring into undersupply,and need strengthening the central committee,also require the goverment that populations floating into and floating out to establish a coordination mechanism for Co-governance.the government.there is an alien and information asymmetry problem,needed to improve the system and mechanism of innovation and change the government is not as the goverment that populations floating into and adverse selection of the status quo.the government will actively explore for "government purchases degree"," concessions "" the financial subsidies" for public finance investment privately-run schools,improve the quality of privately-run schools,while their obligation to promote the quality of education and justice. |
