| 摘 要： | 基层党组织建设是党的建设新的伟大工程的基础,提高基层党组织的执政能力是加强党的执政能力建设的基础。全面提高基层党组织的执政能力,始终是基层党组织建设的核心任务,也是深入贯彻落实科学发展观、保持和发展党的先进性、加强基层党组织建设的现实需要。因此,我们必须坚持用科学发展观来指导基层党组织建设工作,不断提高执政能力。
