| 摘 要： | 《中华苏维埃共和国宪法大纲》的颁布和实施是中国共产党在局部执政区域开展宪政建设的伟大尝试。它第一次使工农劳苦民众成为中国人权主体；它确立的苏维埃宪政模式，是新民主主义宪政的雏形；它通篇贯穿的人权保障精神是新民主主义宪政重要的历史渊源。

| Abstract: | Publishing and actualizing of the Outline Constitution of Chinese Soviet Republic is great constitutionalism experiment of CPC in local administration area. This is the first time in China that the moiling workers and peasants become the subject of human rights. The model of Soviet constitutionalism established by the Outline is the rudiment constitutionalism of New Democracy in China. Its principle of human rights protection through the Outline is important historical foundation of constitutionalism of New Democracy. |
