| 摘 要： | 信息传递不平衡是国际新闻传播秩序的现状,而在全球化的语境中不平衡的信息流进一步增强。基于维护或改变这种现状的目的,强势媒介与弱势媒介的所在国之间出现了新闻自由与责任之争。对此,本文从新闻自由理论的经典表述、美国语境中新闻自由的制度设计以及美国媒介新闻报道的3个层面论证了来自西方语境的新闻自由主义无法推衍至国际语境,并认为一个平等的国际传播新秩序的建立绝不能忽视媒介自由与责任的平衡。

| Abstract: | Actually the order of international communication of news appears unbalanceable and it gets worse in the context of globalization.For keeping or changing the reality,the states,where the advantaged or the unadvantaged medias were,began to have a debate on freedom or resposibility of media.This paper examines the classical theory of press freedom,the American institutions for freedom of press and three different facets of American news reporting.It is shown that the news liberalism can not be extended to the international context and suggested that media should keep the balance of freedom and responsibility in constructing a new impartial order of international communication of news. |
