| 摘 要： | 与企业一样,大学是一个利益相关者的联结体。但传统的高等教育政策研究只关乎研究者和决策者,而忽略了高等教育政策利益相关者参与政策问题的合法性与可能性。随着我国高等教育大众化时代的来临和民主化程度的不断提高,高等教育政策的研究和制定必须考虑利益相关者的期望和要求,这是我国高等教育发展与变革的客观需要。
