| 摘 要： | 我国全能型政府治理范式的生成以及向体制转轨中政府治理范式的变迁,是经济体制、社会结构、政治时局诸多因素共同作用的产物;构建“政府主导—官民协同”的多中心社会公共事务治理范式,是我国可预见未来政府治理范式革新的目标取向。实现这一目标,需要做长期、艰苦的努力。在当前和今后一个时期,应当着力于建立“强政府—大社会”结构,促进经济体制改革、行政体制改革、政治体制改革三者的良性互动以及建设“管理—服务型政府”。

| Abstract: | This article believes that,the evolution from omnipotent governance paradigm to governance paradigm in system reforming period is affected by many factors,including economic system,social structure,current political situation and so on. It is the target of innovation of Chinese governance paradigm in the foreseeable future to construct a multi-center governance paradigm of "government-led and officials-people-cooperation".To attain this goal,our country needs to do long-term and arduous efforts.In the current and future periods,our country should focus on the establishment of a "strong government-big society" structure,promote economic reform,administrative reform and political reform among the benign interaction and construct the "management and service-oriented government". |
