| 摘 要： | 均势概念的由来历史悠久,在17世纪中叶的欧洲得到广泛的讨论和应用,随着一战后国际关系学科的建立,均势这一概念逐渐被赋予了更广泛、更深层次和更系统的理论解读,均势的内涵也因此趋于精细化、复杂化、模糊化,导致对均势内涵的理解至今尚未存在一个认定的解释标准。本文从梳理均势的渊源和均势的内涵着手,首先厘清均势概念的由来,随之阐述均势在国际关系（政治）中所被赋予的丰富内涵,并从国际体系的、国家的和二者中间的三个层次角度塑造一个理解均势内涵的基本模式,试图以此规范对均势含义的理解。

| Abstract: | With a long history,the concept of balance of powers was extensively studied and used in Europe in the 17th century.Along with the establishment of the subject of international relations after the World War Ⅰ,this concept was understood more widely,deeply and systematically in the theoretical sense.Consequently,the intension of the concept tends to be fine,complicated and vague;thereby there has not been an identified explanation about it.The origin of the conception is investigated.Besides,the rich intension of it in international relations/politics is discussed.Finally,a basic model to understand the intension of the concept of balance of powers is formed at international level,national level and a intermediate level,by which to standardize the understanding of the conception. |
