| Abstract: | The concept of Ruling by Law changes with the development of social life. It's understood in several ways in different times. The modern concept of it is that law takes control of the government power and protects civil right of personal liberty. The key to the construction of governing by law for our country:a. proper law;b. the authority of laws;c. governing by law;d. to make the law universal Establish the judicial application of the constitution;e.to cultivate citizen's consciousness of law. |
