摘    要:土地是不可再生资源,城市土地稀缺程度可想而知,能否节约集约用地对理性增长下的城市建设用地 扩张至关重要。本文以武汉市为例,采用对应分析等方法,对城市建设用地扩张进行了研究。主要结论有:①城市 建设用地扩张驱动因素由外因和内因组成。外因包括由国民经济宏观总量部分和国民经济总消费部分组合的经 济发展维度、由相对增长和绝对增长综合的人口增长维度、由产业结构城市化和人口城市化集成的城市化发展维 度以及其他因素维度。内因划分为公共用地和商住工用地;②商住工用地扩张是武汉市城市建设用地扩张的主要 方面,经济发展、人口增长、城市化等是其扩张的主要驱动因素。公共用地扩张主要由其他因素驱动;③不同阶段、 不同时期,武汉市城市建设用地扩张内因与外因起作用的主要方面各有侧重,这要求对城市建设用地的管理需抓 主要矛盾与时俱进。

Abstract:The 2010 government work report states that urban and rural construction must adhere to the most stringent farmland protection system and the most stringent land conservation system. As land is one of unrenewable resources and urban land is extremely scarce, effective and intensive land use in the context of reasonable urban land growth is of vital importance to urban construction land expansion. In this paper, the author performed a study on urban construction land expansion of Wuhan City, Hubei Province, during the period 1996 to 2005. First, data standardization was taken advantage of to eliminate dimensions and magnitudes of various data types. Second, diagnosis of collinearity was performed to remove the collinearity contained in indexes. Third, principal component analysis was carried out to extract integrated factors. With such preprocessed data, the authors carried out correspondence analysis for external drivers and internal drivers of urban construction land expansion. It was concluded that: 1) the external causes of the urban construction land expansion include economic development, population growth and urbanization, in which economic development was further divided into macro-variables and aggregate consumption of national economy; population growth includes relative increase and absolute increase; and urbanization comprises industrial structure urbanization and population urbanization. The internal causes involve public land and commercial-residential-industrial land; 2) economic development, population growth and urbanization jointly contributed to commercial-residential-industrial land expansion being the major contributor of expansion. Public land expansion was driven by other factors; and 3) for different periods at different stages, the dominant aspects of the internal and external causes varied greatly. This was particularly manifested by the rapid construction land expansion in the context of well macro-economic growth and optimizing industrial structure, or the expansion of commercial-residential-industrial lands resulting from expansion of domestic demands or population urbanization as well as population urban flow, or the expansion of guaranteeing quantity and quality of public land in order to ensure public interests. Therefore, we need to grasp the primary contradiction and keep pace with the times. The findings of this study would be helpful for rational allocation of construction land, providing meaningful information on land planning and management under reasonable urban land growth.
