| 摘 要： | 突出特色教育、创建特色高校是培养创造性人才，增强地方高校竞争力的关键。创建特色高校应围绕特色教育的内在因素采取措施：以创造性校长的塑造为核心和主导；以特色教师的培养为关键和重点；以个性学生的培育为立足点和归宿；以服务地方经济、突显地区特色为依托；以特色校园文化的孕育为基础；以健全的制度为保证。突出特色教育，创办特色高校需要经历一个漫长的实践过程，应采取科研先行、学习借鉴、选择突破、整合强化等有效措施，逐步推进特色教育
