| 摘 要： | 受教育权的充分实现需要公民的积极行使和政俯有效的保障。受教育权的实现对提高公民的个体素质、改善国民整体素质、优化人力资源结构和全面建设小康社会具有重要意义。作为义务教育的主体，政俯应当承担起保障公民受教育权充分实现的责任。

| Abstract: | The full realization of the citizens' right to be educated demands the citizens' activc participation and the governmcnt's effective measures to guarantee. The realization of the right to be educated is of great significance to improve the individual citizens' qualily, to better the citizens' quality as a whole, to optimize the structure of human resources and to build a well-off societv in an all-round way. And as the main body of the compulsory education in our nation, the government underlake the responsibility to guarantee the realization of the citizens' right to be educated. |
