| 摘 要： | 目的/意义]安全情报是安全管理工作的重要支撑,安全情报失误是造成安全管理失败的重要原因之一。因此,安全情报失误影响因素分析研究具有十分重要的理论与现实意义。方法/过程]首先,基于安全情报学视角,运用“物理-事理-人理”系统方法论,提出安全情报失误多级影响因素模型。其次,结合情报失误理论,深入分析安全情报失误的影响因素。最后,以新冠肺炎疫情防控为例开展实证分析。结果/结论]研究发现,造成安全管理中的安全情报失误的影响因素包括安全情报自身、安全情报环境和安全情报人员三大方面,且每一方面的影响因素还可进行进一步细分。

| Abstract: | Purpose/Significance]Safety&security intelligence(SI)is an important support in safety&security management(SM),and the security&safety intelligence failure(SIF)is one of the important reasons for SM failure.Therefore,it is of great theoretical and practical importance to analyze the influencing factors of SIF.Method/Process]Firstly,from a SI science perspective,this paper proposes a multilevel influencing factor model of SIF by applying the Wuli-Shili-Renli System Approach.Secondly,based on the intelligence failure theory,the article deeply analyzes the influencing factors of SIF.Finally,this paper takes COVID-19 prevention and control as an example to make a case analysis.Result/Conclusion]The results show that the influencing factors of SIF in SM include three aspects,namely SI itself,SI environment and SI personnel.Moreover,the influencing factors of each aspect can be further subdivided. |
