摘    要:为解决当前公共文化云服务模式中面临的群众主体性地位彰显不足、“群众点单”服务执行力度不够、公共数字文化资源建设乏力、线上线下服务脱节等困境,提高公共文化云服务模式效能,本研究依托协同治理理论对其运行逻辑和治理要素进行分析,并以此为据提出以满足群众文化需求为目的、完善协同治理规则,以平等协商为前提、构建多元主体协同治理格局,加大公共数字文化资源投入、增强资源整合力度,增强线上线下服务融合度、实现“群众点单”等优化路径。

Abstract:In order to solve the dilemmas of the current public culture cloud service mode,such as public’s subjective status has not been fully highlighted,insufficient implementation of“mass ordering”services,weak construction of public digital cultural resources,and disconnection of online and offline services,etc.,and improve services efficiency.This paper analyzes its operation logic and governance factors based on the synergetic governance theory,proposes to improve the rules of collaborative governance for the purpose of satisfying the cultural needs of the masses,build a multi-subjects collaborative governance structure on the premise of equal negotiation,increase the investment of public digital cultural resources and strengthen the integration of resources,enhance the integration of online and offline services to achieve“mass ordering”.
