| 摘 要： | 青岛市在努力率先基本实现现代化的进程中，提出建设现代文化名城和区域文化中心的目标，根据青岛市的历史和现实，应当建设以海洋文化为特色的城市文化。21世纪是海洋世纪，我国有必要建设代表国家水平的“海洋文化国家队”。在海洋科技方面，青岛市已经是“国家队”，应当依据海洋事业的传统和实力，把建设“海洋文化国家队”当作重要任务。
