| 摘 要： | 实践证明 ,国有企业股份制改革具有诸多优越性 ,经过近二十年的探索 ,我国国有企业股份制改革取得了一系列令人瞩目的成就。但是也存在一些不容忽视的问题 ,诸如认识存在误区、政府干预过多、机构设置不完善、国有股比例过高、经营机制未转变、分配机制不规范以及监督约束不力等。针对以上问题 ,国有企业股份制改革必须采取相应的对策 ,比如提高思想认识、转变政府职能、强化法人治理、区分产权和股权、转变管理机制、深化配套改革以及解决历史问题。

| Abstract: | It's proved by practice that there are a lot of benefit in the state-owned enterprise stock system reform,We have acquired much concerned completements in the late twenty years exploration,but there are also some concerned problems. For example,misunderstanding in the recognization,too many government interference,the imperfection of the structure,the high rate of the state stock,unchanged running mechanism,unstandardized distribution mechanism,imperfect supervision system,and so on.We must adopt the solution to the problems in the state-owned enterprise stock system reform,such as heightening the ideal recognization,changing the government function,strengthening legal-person running,distinguishing property-right from stock-right,changing the management mechanism,deepening the cooperating reform,and solving the past problems. |
