| 摘 要： | 本文归纳了基于数量规模、服务能力和服务效果的三种规划信息服务建设的思路.提出了核心竞争能力、集成创新能力、决策支持能力、资源保障能力、快速反应能力、协同作业能力、持续发展能力等7种能力的概念和主要体现.构思了信息技术应用与服务能力建设关联表.呼吁业界加强技术应用总体研究,促进信息服务能力建设.

| Abstract: | Based on a summary of the thinking about 3 ways to program information service construction based on quantity scale,service ability and service effectiveness,this paper puts forward the conceptions of 7 abilities,that is,core competitive competence,integrated innovation capability,decision support capability,resources guarantee capability,fast reaction power,cooperative operation capability and sustained development capability,and points out their main embodiment as well.The paper gives a correlative table of information technology application and service ability construction,and suggests that we should strengthen overall studies on technical application so as to promote information service ability construction. |
