| 摘 要： | 南京国民政府对外开放思想的发展以抗战全面爆发为界，前期主张以“自立”为主，后期主张对欧关开放。反映了南京国民政府的基本国策是随着国际国内形势的发展而变化的；利用外资、引进科技和人才是对外开放的主要内容，在此过程中，南京国民政府也确立了急起直追、取长补短和因势利导的指导思想。

| Abstract: | Nanjing Kuomingtang Government had developed its idea of opening to the outside world since the break- ing out of Anti-Japanese War on a large scale,and before that time,it claimed onself-reliance,and after that time on opening to Europe and America.The use of foreign capital and the introduction of technology and talents were the main containt,and during this time,it set up a guiding ideaology of catching-up,learning from others' strong points to offset its weakness and best use of the situation. |
