| 摘 要： | 由于对自然垄断的新定义以及电力行业的自身变化，20世纪70年代以来，世界许多国家开始了对电力行业放松管制的改革，本文在论述放松管制的理论依据与实践绩效的基础上，阐明了中国电力行业放松管制的特点及未来改革的基本思路。

| Abstract: | Because of the new definition of natural monopoly and the change of power industry itself, many countries in the world began the reform of deregulation of power industry since the seventies of the 20th century. This article expound the theoretical foundation and practising performance of deregulation, then expose the character of deregulation of China power industry and the basic train of thought about the reform in the future. |
