| 摘 要： | 党的十七大报告首次提出了“反腐倡廉建设”的概念，加强反腐倡廉建设是加强党的先进性建设、提高党的执政能力、构建和谐社会的必然要求，其内涵廉敢文化建设、廉政思想建设，廉政制度建设。开展反腐倡廉建设的根本途径在于围绕履行科学发展观、围绕人民群众的切身利益、围绕全力运行的重点部位和环节，提高反腐倡廉的科学、针对性和有效性。

| Abstract: | Report of our party＇s seventeenth plenary congress has initiately proposed the concept of combaingt against corruption and advocating clean administeration and enhancement of the construction of combating against corruption and advocating clean administeration is the inevitabe requirement to strengthen our party＇s advancement construction ,improve our party＇s administeration ca;pacify and build a harmonious society and the connotation of the combating against corruption and advocating clean adminiisteration is stated as the cultural construction of clean administeration . the ideological construction of clean administeration and system construction of clean administeration .The fundamental approach to carry out the construction of combating against corruption and advocating clean administeration lies in centering on the fulfilment of the concept of scientifical development . centering on the personal interest of the masses and centering on the important parts and links to raise the science , direction and effectiveness of combating against corruption and advocating clean administration. |
