| 摘 要： | 义务教育教师交流制是一项促进义务教育优质教师资源均衡配置的制度安排。伴随刚性教师交流制实施,各地出现了政策执行不力和失效问题。义务教育教师交流制面临实践和现有法律的双重约束。要使义务教育教师交流制度更合理,从长远来看,需要从法律上确立教师公务员身份;从近期看,需要建立柔性的教师交流制度。
