| 摘 要： | 公共政策是以政府为主的公共机构,利用公共资源达到解决社会公共问题,平衡、协调社会公共利益的公共管理过程。随着公共行政从统治模式向治理模式的转变,公共政策的话语背景发生了转换。政策的公共性本质日益凸现,它成为政策的政治合法性获得的主要依据。由此,公共利益作为社会共享性的利益,成为公共政策的归属和目标指向,其界定和实现的方式也发生着相应的转换。

| Abstract: | Public policy is a public administrative process in which the public organs use public resources to solve public social problems, balance and coordinate public interests. The present public policy context is making a shift as the public administrative model is being transformed from the rule mode to a regulation one. The public essence of policy is being brought into the relief and forms the main basis for the political legitimacy of public policy. Therefore, public interests, as the common interests of the public , become the aim and attribution of public policy. Their definition and realization should also make corresponding changes. |
