| 摘 要： | “三圈理论”作为领导者战略管理的一种分析工具，被广泛应用于公共政策的案例分析，此理论构建了“价值圈”、“能力圈”、“支持圈”三个圈的分析框架。如今政府公共决策在科学化、民主化和法制化方面取得了进步，但根据“三圈理论”的基本分析框架发现仍存在如下问题：公共决策没有表达公共价值、决策实施过程中的“能力”不足和决策中缺少公众支持等。研究得出相应的对策建议：政府要考虑决策是否具备公共价值、充分发挥“能力”因素和最大范围地顾及公众利益等。

| Abstract: | As an analytical tool of leaders’stategic management,“Three Circles Theory” has been widely used in the case of public policy analysis. This theory offers the analytic framework comprised of“value circle”,“ability circle” and“support circle”. Although the government public decision-making has made great progress on the sience, democratization and legalization, it still has some problems. The problems include the lack of public value, ability and public support, according to the frame of“Three Circles Theory”. This paper comes to a conclusion that it is necessary for governments to consider the public value, to give full use the“ability” and to take public in-terest into account. |
