| 摘 要： | 技术创新是企业活力和发展潜力的主要标志，技术创新能力已成为衡量企业实力的重要标准。但技术创新是一个复杂的商业化过程和组织过程，也是一项系统工程，单凭企业或政府都是无法完成的。因此，要提升重庆中小民营企业的技术创新能力．必须建立由“中小民营企业技术创新体系、技术创新服务支撑体系、技术创新平台、技术创新的激励与约束机制、技术创新评价体系、技术创新方式、技术创新的法制建设”等构成的“重庆中小民营企业技术创新架构体系”。

| Abstract: | To an enterprise,technological innovation is the main mark of vitality and potential ability of developing.The ability of technological innovation has become an important standard of measuring the power of an enterprise.But technique innovation is a complicated commercial process and organizational process,and it is also a systematic process,it can't be done by enterprise itself or by government only.Therefore,to promote the ability of technological innovation of med-small-scale private enterprises in Chongqing,we should establish "the structure system of technological innovation of med-small-scale private enterprises inChongqing",which is constituted by "the med-small-scale private enterprise technological innovation system,the supporting system of technological innovation service,the platform of technological innovation,the encourage and control mechanism of technological innovation,the evaluation system of technological innovation,the way of technological innovation,the construction of legal system of technological innovation",etc. |
