| 摘 要： | 文章以文化部、财政部联合出台的《关于推进全国美术馆、公共图书馆、文化馆(站)免费开放工作的意见》中公共图书馆免费开放的政策内容为对象,剖析了中国公共图书馆免费开放政策评估的理论和现实意义,并从公共政策评估系统的角度构建了公共图书馆免费开放政策评估的主体、标准和方法。

| Abstract: | The research object of this paper is free policy of public library,which is mentioned in the document of "On promoting free opening of national art gallery,public libraries and cultural center(station)".This document is issued jointly by the ministry of culture and the ministry of finance in 2011.This paper analyzes the important theory and implementation significance of evaluating the free policy of public library in china,and constructs the evaluation subject,the standard and the method from the point of view of the evaluation system for public policy. |
