| 摘 要： | 苏共执政失败的最主要原因是社会主义民主遭到严重破坏。重新反思苏共亡党的教训，我们必须不断强化党的民主执政意识；必须改革和完善民主决策机制，推进决策的科学化、民主化；必须坚持依法执政，强化党的执政功能；必须完善和强化民主监督机制。

| Abstract: | Socialism democracy was broken severely,which is the most reason of failure ruling by soviet party, Introspecting the experience of the failure of ruling by soviet party,we must enhance the ruling consciousness of the democracy;We should reform and perfect the mechanism with decision to make policy scientific and democratic; and we should insist on ruling by law,enhance ruling function of the party and we should perfect and enhance the democratic survey mechanism. |
