| 摘 要： | 本文分析了俄罗斯信息公开立法及其实践情况,认为,俄罗斯的信息公开制度从立法层面已经确立,但在实践中却不能保障公民知情权的充分实现。其直接原因在于俄罗斯缺乏法制传统和民主实践。此外,这一现象也是俄罗斯政治与经济转型期的现实折射。

| Abstract: | In Russia the system of information opening was introduced to ensure people's right to know during the course of building the civil society. The thesis discusses the legislation and practice of information opening in Russia. It makes the conclusion that the legislation of information opening has been fulfilled, but in practice the system has not worked well. |
