| 摘 要： | 政府购买体育公共服务旨在降低成本,提高服务的质量和效率,但也伴随风险。运用文献资料法,专家访谈法以及实地考察等方法,对政府购买体育公共服务进行剖析和审视。发现政府购买体育公共服务在决策、实施过程以及监督和绩效评估阶段蕴藏有风险,诸如服务项目甄选、资金成本管理缺位、垄断、逆向选择和寻租风险、服务质量以及监管失效风险等。并理清风险的成因,提出防范措施,如政府要建立健全的法规和政策、厘清购买边界、规范购买流程,建立政府购买信息公开制度,提升政府的合同管理能力,加强体育社会组织建设、引入购买服务竞争机制等。

| Abstract: | The government purchases sports public services in order to reduce costs, improve the quality and efficiency of services, but also accompanied by risks. By using the methods of literature, expert interview and field investigation, this paper analyses and reviews the government’s procurement of sports public services. It is found that there are risks in the decision-making, implementation, supervision and performance evaluation stages of government purchasing sports public services, such as the selection of service items, absence of fund cost management, monopoly, adverse selection and rent-seeking risk, service quality and supervision failure risk. It also clarifies the origin of risks and puts forward preventive measures, such as establishing perfect laws and policies, clarifying the purchasing boundary, standardizing the purchasing process, establishing the government purchasing information disclosure system, improving the government’s contract management ability, strengthening the construction of sports social organizations, introducing the competitive mechanism of purchasing services. |
