| 摘 要： | 财政自治是民族自治地方一项重要的自治权利，是民族自治地方利益的重要体现。财政自治权的有效实现是其他各项自治权利得以落实的基础保障，是振兴民族经济，推动地方发展的关键。民族自治地方应在国家统一的财政体制下，结合民族与地区特点，依法实现自治权。民族自治地方由于各种因素的影响，财力微弱，自我发展的能力较差，需要国家为民族自治地方财政自治权的实现提供制度保障和政策支持。

| Abstract: | Financial autonomy is important power of autonomy in the autonomous areas where minority nationalities live.It is also an important demonstration of the interests of the autonomous areas.The effective fulfillment of financial autonomy provides a fundamental guarantee for the realization of other powers of autonomy.It is considered as the key to vitalize the national economy and to promote the local development.While in the unitary financial system of the state,the autonomous areas should fulfill the financial autonomy in accordance with law in the light of the characteristics of the minority nationalities and the areas.Due to the effect of various factors,the autonomous areas are lack of sufficient financial resources and the abilities to develop.It is essential for the state to provide the guarantee of system and the support concerning policies for the fulfillment of financial autonomy in the autonomous areas where minority nationalities live. |
