| 摘 要： | 行政生态学认为，行政系统与行政环境息息相关，行政环境的变化积极作用于行政系统并提出新的需求．行政系统必须对自身作出相应的调整以满足行政环境的需求。行政系统与行政环境两者之间相互作用．其结果使得两者趋向于均衡化或稳定化。分析我国行政环境，可以得出：我国新一轮行政改革所面临的基本生态环境是转型与全球化．而入世则是我国新一轮行政改革必须应对的最现实的压力。运用行政生态学原理分析，我国新一轮行政改革应该把握本土化、市场化、国际化的三大基本取向。

| Abstract: | Administrative ecology thinks that administrative system is closely related to administrative environment. Any changes of administrative environment will take an active effect on the administrative system and make new demands, which the administrative system must make corresponding adjustments to meet. The interactions between administrative system and administrative environment result in the tendency of equalization or stabilization for the development of their relations. With an analysis on Chinese administrative environment, we can make a conclusion that social transformation and economic globalization are the basic eco-environment for Chinese administrative reform, whose practical pressure is the admission to WTO. Analyzed by the theory of administrative ecology, Chinese administrative reform in the new age should be basically oriented to localization, market and internationalization. |
