| 摘 要： | 实践证明森林采伐限额制度符合我国国情、林情,是正确的,要继续坚持。但现行的森林采伐管理制度也存在着与现实不适应的问题。针对存在的问题,结合内蒙古的实际,建议从森林采伐限额管理、采伐管理方式、审核审批程序、林地利用规划、森林经营方案编制、国家惠林政策等方面进行改革。
