| 摘 要： | 云南素有“植物王国”等美称,是我国西南边疆的旅游文化瑰宝。然而近几年云南省旅游业屡遭投诉“黑导游”“游客被打”等恶性舆情事件,引起公众愤然。为挽救云南旅游文化产业的美好形象,“史上最严”旅游市场治理行动应运而生。文章将以多源流理论模型为分析工具,梳理问题源流、政策源流、政治源流,探讨三源流耦合形成“政策之窗”的过程,并深思云南省旅游市场治理的可行性建议。

| Abstract: | Yunnan,known as the"kingdom of plants",is the cultural treasure of the southwest frontier of China.However,the Yunnan tourism industry has been repeatedly complained of"black tour guides","tourists are beaten"and other vicious public opinion events,causing public anger.To fix it,"the strictest in history"tourism market governance came into being.This article will take multi-source flow theory as the analysis tool,to comb its problem stream,policy stream and political stream,and explore"the window of regulation policy"process of three source flow coupling,also we can carefully think about some feasible suggestions on the Yunnan's cultural industry governance in the future. |
