| 摘 要： | 从历史的角度看，以德治国揭示了一个永恒的主题，即国家权力应由品德高尚的人来掌管。由于中西方历史，政治、文化的差异形成了以德治国在中西方迥然不同的命运，形成了不同特色；从现实来看，以德治国合乎社会发展的要求，有利于依法治国的进行。

| Abstract: | Viewed from historical perspective. the rule of virtue reveals a truth,that is,the power of a nation should be in the hands of virtuous people. Differences in history, politics and culture between western coun- tries and China have resulted in different features and fates of the rule by virtue of theirs. From realisitic viewpoint,the rule of virtue is in conformity with the requirements of social development and conducive to carrying out the rule by law. |
