| Abstract: | The problem of equivalency has been raised many times by the Council of Europe, reflecting the general opinion in many European countries that more should be done to promote the equivalency of degrees, diplomas, and certificates on a European level. Significant progress has been made toward developing equivalency. The European Convention of the Equivalency of Diplomas Leading to Admission to Universities (1953) has been ratified and implemented by almost all member states of the Council. |
