| 摘 要： | 新建本科院校能否健康持续发展，能否保证教育教学质量，最根本的在于抓好师资队伍建设。加强和改善师资队伍建设，应该以有关师资队伍建设合格标准的基本要求为依据，着重抓好五项工作，处理好五个关系。

| Abstract: | It is a basic task for a newly-established university to develop in a health and sustainable manner, and to ensure educational and teaching quality. Based on the relevant by Department of Education, this paper proposes to strengthen and improve five measures that should be emphasized in constructing teaching force, and to pay due attention to solving the five relationships carefully. |
